KMC MILITARY FINANCE GUIDE
Temporary lodging allowances cover your housing costs while you search for a permanent home in the KMC. Active duty gets TLA, DoD civilians get TQSA — here's exactly what you're entitled to and how it's calculated.
TLA VS. TQSA — AT A GLANCE
When you PCS to Ramstein, you won't move straight into permanent housing on Day 1. Most families spend days or weeks in temporary accommodation — a hotel, guesthouse, or short-term rental — while searching for a house or apartment. The U.S. government reimburses these costs through two different programs depending on your employment status.

TLA and TQSA are calculated from the same State Department foreign per diem rates for Germany / Kaiserslautern — updated monthly. The difference is in how the rates are applied and for how long. Check current rates at aoprals.state.gov or defensetravel.dod.mil.
ACTIVE DUTY
TLA is paid to active duty service members to partially offset the cost of temporary lodging when they cannot immediately occupy permanent government or private housing after a PCS move. It covers both arrival (up to 60 days) and departure (up to 10 days) from an overseas duty station.
Starts the day you arrive at your new duty station and ends when you occupy permanent housing. Maximum 60 days — extensions possible with command approval in exceptional cases.
Covers temporary lodging after vacating your permanent residence before departure. Applies when you move out before your final departure date.
Any commercial accommodation — hotels, guesthouses, serviced apartments, extended-stay rentals — both on-base (Fisher House, Air Force Inn) and off-base.
Lodging reimbursement is based on actual receipts, up to the per diem lodging ceiling. Keep all receipts from day 1. M&IE portion requires no receipts.
Your daily TLA amount has two components — a lodging component and a meals & incidentals component — each with its own multiplier depending on family size.
Actual lodging costs, reimbursed up to the State Dept per diem lodging rate for Kaiserslautern. You receive the lower of your actual receipt or the per diem ceiling. One lodging rate per family (not per person).
65% of the M&IE per diem rate for the service member / sponsor. No receipts required for this component.
50% M&IE for the first dependent age 12 or older. 25% M&IE for each additional dependent age 12+.
25% M&IE for each child under 12 years of age.
Example (family of 4: sponsor + spouse + 2 kids):
Assuming a lodging per diem of €180/night and M&IE of €90/day:
Lodging: €180 + Sponsor M&IE: €90 × 65% = €58.50 + Spouse (age 12+): €90 × 50% = €45 + Child 1: €90 × 25% = €22.50 + Child 2: €90 × 25% = €22.50

DOD CIVILIANS
TQSA is the civilian equivalent of TLA. It's governed by the DSSR (Department of State Standardized Regulations) §120 and provides reimbursement for temporary lodging and subsistence expenses when a DoD civilian employee and family cannot immediately occupy permanent housing after a PCS.
TQSA begins upon arrival at the new duty station and ends when you move into permanent housing. Maximum 90 days. Unlike TLA, the daily rate decreases after each 30-day block.
Covers temporary lodging after vacating permanent quarters before departure. Up to 30 days at the departure post.
Days 1–30: 100% of per diem. Days 31–60: 75%. Days 61–90: 50%. Most families find housing well within 30 days — so the full rate applies for most of the TQSA period in practice.
TQSA must be authorized before travel by the approving official. Contact your Civilian Personnel Office (CPO) at Ramstein well in advance of your PCS to ensure proper paperwork is in place.
TQSA is based on the full per diem rate (lodging + M&IE) for the location. Unlike TLA, TQSA uses the full combined per diem — not just a percentage of M&IE.
The sponsor receives 100% of the combined per diem rate (lodging + M&IE) for Kaiserslautern, subject to the tiered reduction for the applicable 30-day block.
The first dependent (spouse or oldest child) receives 75% of the sponsor's full per diem rate, also subject to the tiered reduction.
Each additional dependent (2nd child, 3rd child, etc.) receives 25% of the sponsor's full per diem rate. All dependent rates are subject to the same tiered period reduction.
Multiply the total daily family rate by: 100% for Days 1–30, 75% for Days 31–60, 50% for Days 61–90.
Example (Days 1–30 — family: sponsor + spouse + 1 child):
Full per diem €280/day (lodging €180 + M&IE €100):
Sponsor: €280 + Spouse (1st dep): €280 × 75% = €210 + Child (2nd dep): €280 × 25% = €70
Total daily: €560 × 100% (Days 1–30) = €560/day

Don't rely on last month's numbers. Per diem rates for Germany are updated monthly and can fluctuate significantly based on currency exchange and local lodging market conditions. Always check the current month's rate at the official State Dept source before finalizing your housing budget.
PRACTICAL ADVICE
The faster you find permanent housing, the less of your allowance you'll need for temp lodging — and the sooner you settle in. Contact us before your report date and we'll have options ready when you land.
TLA and TQSA lodging reimbursement requires actual receipts. Keep every hotel bill, invoice, or rental receipt organized by date. A missing receipt means a missed reimbursement.
TQSA in particular must be authorized before your travel begins. If you wait until after arrival to request TQSA, you may not be reimbursed for early days. Loop in your CPO early.
TLA and TQSA do not cover the full cost of temp housing in today's KMC market — they partially offset it. Use the calculator to understand the gap and plan accordingly. Most families budget €800–€1,400/month in additional costs during the search phase.
The Air Force Inn (Ramstein AB) and other on-base lodging options may have long wait lists. Book immediately upon receiving orders. Off-base hotels near Ramstein, Kaiserslautern, and Landstuhl also qualify for TLA/TQSA reimbursement.
Some landlords in the KMC offer short-term furnished rentals for 30–60 days — often a more comfortable and cost-effective option than hotels for families with children. These qualify for TLA/TQSA if they provide proper commercial receipts.
